Short answer
There is no official conversion formula, and that is the single most important fact about this question. Different universities and credential evaluators use different methods, and they produce meaningfully different answers for the same transcript. A 3.0/4.0 is the most common published minimum among the US programmes in our verified set, but what your specific Indian CGPA or percentage maps to depends on which method the university applies — so the number you calculate at home is an estimate, not your official GPA.
Why no single answer exists
The common approaches — proportional scaling from percentage, dividing a 10-point CGPA by a fixed factor, or a banded mapping — do not agree with each other, and none of them is 'the' official method because no such method exists. Some universities do their own conversion; some require an external credential evaluation; some assess the transcript on its original scale without converting at all.
Anyone who gives you one confident number without asking which university you are applying to is skipping the part that matters.
What to do instead
