The question worth asking instead

Not 'how many' but 'would I actually attend every one of these if it were my only offer'. An application to a programme you would decline is a wasted fee and a wasted essay. An application to a programme you would accept but cannot afford is worse — it creates a decision you will make emotionally in April.

Before adding a university to the list, check its total cost and what its graduates actually earn. If the payback is 2.4 years and you would need a large loan, it does not belong on the list regardless of how likely the admit is.
