Short answer
No — applications are submitted directly to universities and every requirement we track is published on the university's own admissions page. A consultant can save you time and administrative effort, which is a real service. The thing to understand before hiring one is the payment structure: consultants are commonly paid a placement commission by universities, which means the party advising you on where to apply may be paid by the institutions on the list. That is a structural conflict, not an accusation against any particular firm.
What you can do yourself

Shortlisting, application forms, essays and visa paperwork are all doable directly; they are tedious rather than technical.
The genuinely hard parts are judgement calls: whether a programme's cost is justified by its outcomes, whether your profile clears its bar, and what happens if the visa route changes. Those are also, unfortunately, exactly the calls where a commission-paid adviser has the least aligned incentive.
If you do hire one
Ask two questions in writing. Do you receive any payment from universities for placing students, and if so, from which ones on my shortlist? Will you show me the source for each cost and salary figure you have quoted me? A consultant who answers both plainly is worth paying. One who deflects has told you something useful anyway.
