Short answer

Germany, clearly — and Canada second. The cheapest programme in our verified set is RWTH Aachen University's MSc Data Science at about ₹32.7 lakh all-in for 24 months, almost entirely living costs because tuition is near zero even for non-EU students. Canadian options follow at ₹48.0 lakh–₹50.5 lakh. Australia is the most expensive at ₹1.11 crore–₹1.21 crore. The full range across all 14 verified programmes is ₹32.7 lakh to ₹1.21 crore — a spread of ₹88.6 lakh.

The ranking, by total cost

Germany ₹32.7 lakh–₹61.0 lakh; Canada ₹48.0 lakh–₹50.5 lakh; UK ₹65.3 lakh–₹78.4 lakh; USA ₹59.3 lakh–₹1.02 crore; Australia ₹1.11 crore–₹1.21 crore. These are total figures — published tuition plus a realistic local living-cost estimate for the full programme, converted to INR at July 2026 rates. They are not quotes and will not match an invoice.

Two warnings about reading that list too literally. First, "Germany is free" is no longer generally true: Technical University of Munich now charges real tuition to non-EU students and comes to about ₹61.0 lakh, mostly Munich living costs. RWTH Aachen University is the one in our set that still charges near-zero tuition. Second, the German programmes in our set both require the GRE — RWTH Aachen University wants Quant at the 75th percentile or above — which is unusual for Germany and a real filter.

Cheapest is not the same as best value

Cost is one side of a ratio. Georgia Institute of Technology costs about ₹59.3 lakh — more than every Canadian and German option here — but reports a published median starting salary of ₹1.32 crore/yr from its own career survey, which is why its payback (0.5 years) is among the shortest in the set despite the higher price.

The genuinely useful question is not "which country is cheapest" but "which cost buys a salary I can actually reach, in a country whose visa I can actually get". A cheap degree in a market you cannot work in is not cheap.
